WHEREAS, high quality public education, which provides opportunities for all students to reach their full potential, is the backbone of a free democracy and global leadership; is a central plank of the platform of the Democratic Party; and has been stated as a priority goal of President Barack Obama and the United States Department of Education; and

WHEREAS, making a high quality education a priority for all students requires high expectations; providing funds, technology and resources necessary to reach these expectations; assuring that every classroom has a well qualified teacher with administrative support and the tools needed to meet the challenges of a diverse population of learners; addressing essential elements of meaningful school reform; and assuring that our graduates are college and career ready to compete in a global economy; and

WHEREAS, California now ranks 48th in per pupil spending as a percent of per capita income while having the largest class sizes and teaching the most diverse student population in the country that can include as many as 130 home languages on one school site; and


THEREFORE BE IT RESOLVED, that the California Democratic Party hereby supports immediate and robust education reform that calls on President Obama and his administration to work collaboratively with educators and all grass-roots stake holders (students, parents, teachers, administrators, professional and business leaders, and the broader community) to plan and implement a world class public education system that is based on state of the art multiple assessment evaluation techniques, standards-based reform strategies, teaching and learning best practices research, and sufficient funding, technology and resources for full implementation; and

BE IT FURTHER RESOLVED,
that the California Democratic Party hereby supports the high priority education goal of the Obama Administration to establish a world-class public education system for all students by 2020.

WHEREAS, high quality public education, which provides opportunities for all students to reach their full potential, is the backbone of a free democracy; is a central plank of the platform of the Democratic Party; and is a priority goal of President Barack Obama; and

WHEREAS, the most recent 2006 Program for International School Assessment (PISA) results ranked the United States below the average of most other developed nations in mathematics (35th between the Russian Federation and Croatia) and science (29th, between Latvia and the Slavic Republic); and the US ranked well below most other industrialized countries in two key application areas of mathematics literacy and problem solving; and these results have grave implications for the immediate future of American graduates to meaningfully participate in our democracy and secure employment and compete professionally in a 21st century global economy; and

WHEREAS, President Obama and his administration have made high quality education a priority for all students by setting high expectations; providing funds, technology and resources necessary to reach these expectations; addressing essential elements of meaningful school reform (such as reforming of No Child Left Behind, investing in early childhood education; recruiting, preparing, retaining, and rewarding teachers; supporting strong school leaders, making science and math education a national priority, helping our most at-risk children succeed in school, investing in what works, enlisting parents and communities to support teaching and learning, and committing to fiscal responsibility); and assuring that our graduates are college and career ready to compete in a global economy;

THEREFORE BE IT RESOLVED, that the California Democratic Party calls on President Obama and his administration to work collaboratively with educators and all grass-roots stake holders (students, parents, teachers, administrators, and the broader community) to plan and implement a world class public education system that is based on state of the art multiple assessment evaluation techniques, standards-based reform strategies, teaching and learning best practices research, and sufficient funding, technology and human resources for full implementation; and
BE IT FURTHER RESOLVED, that the California Democratic Party take a leadership position on public education and support legislation and regulations that produce immediate and robust reforms, resulting in a world-class public education system ranked number one by 2020.

THEREFORE BE IT RESOLVED, that the California Democratic Party calls on President Obama and his administration to work collaboratively with educators and all grass-roots stake holders (students, parents, teachers, administrators, and the broader community) to plan and implement a world class public education system that is based on state of the art multiple assessment evaluation techniques, standards-based reform strategies, teaching and learning best practices research, and sufficient funding, technology and human resources for full implementation; and

BE IT FURTHER RESOLVED, that the California Democratic Party takes a leadership position on public education and supports legislation and regulations that will produce immediate and robust education reforms resulting in a world-class public education system, ranked number one by 2020.

WHEREAS, public education is the backbone of a free democracy and should provide opportunities for all students to reach their full potential, and has been a central plank of the platform of our Democratic Party, and it is the goal of the Obama Administration to establish ....

WHEREAS, President Obama and his administration have made a high quality education a priority for all students by maintaining high expectations; providing technology and resources necessary to reach these expectations; assuring that every classroom has a well qualified teacher with the tools needed to meet the challenges of a diverse population of learners; and assuring that our graduates are prepared to compete in a global economy,

( by reforming NCLB, investing in Early Childhood Education, and recruiting, preparing, retaining, rewarding, and retraining American Teachers, supporting strong school leaders, making science and math a national priority, helping our most at-risk children succeed, investing in what works, and enlisting parents and communities, with a commitment to fiscal responsibility, )

Including the following goals:

and our nation’s children are still too often left behind due to a failing public school system, yet no mission so broad in scope, no matter how nobly inspired, should be implemented from the top-down, without grass-roots input and the consent of the governed,

THEREFORE BE IT RESOLVED, that the California Democratic Party hereby supports meaningful education reform, that calls on President Obama and his administration to work collaboratively with all stake holders, (students, parents, teachers, administrators, and the broader community) to plan and implement a world class public education system, based on state of the art multiple-assessment strategies and evaluation techniques, teaching and learning best practices research, and sufficient funding and resources for full implementation; and

THEREFORE BE IT FURTHER RESOLVED, that the California Democratic Party supports local partnerships between schools and their local communities for the purpose of facilitating the (Obama inspired pubic education?) reform process from the ground up, and establishing meaningful public education reform, so that adequate funding and resources can provide and ensure all children have the opportunity to reach their greatest potential.

Whereas: The purpose of public education is to produce citizens with the basic skills necessary to support themselves as productive members of our society;

Whereas: An educated citizenry is necessary for a functioning democracy;

Whereas: President Obama and his administration have developed a plan that addresses many of the major educational issues and challenges facing our nation;

Therefore be it resolved: that the California Democratic Party hereby supports the Obama Education Plan and encourages its implementation; and

Therefore be it also resolved: That the California Democratic Party requests that Chartered Democratic Clubs assist with this implementation by forming partnerships with schools and community members for the purpose of facilitating the change process and the adaptation of the Obama Education Plan principles to meet the needs of local school districts.

Therefore be it resolved: that the San Diego County Democratic Party hereby supports the Obama Education Plan, and encourages its implementation at every school district within the county of San Diego.

Therefore be it also resolved: That the San Diego Democratic Party requests that all Chartered Democratic Clubs assist with this implementation by forming educational focus groups in partnership with your local communities and schools, to encourage the quick and efficient adaptation of the Obama Education Plan principles to your local needs, so that we don't loose another generation of children.

This resolution began as a "Resolution to Support the Obama Education Plan" at the 2009 CA Democratic Convention, it was shuffled along to the June 2009 E-Board meeting, where the CTA convinced Mike McQuary, newly appointed Resolution Committee and one of the authors, to delay and re-write the resolution.

I questioned their motivation at that time, and as we tried to communicate with the representatives of the CTA, I came to realize that they didn't want to communicate. They wanted the resolution stopped.

I kept pushing to include the specific goals of the Obama Education Plan, and called on my fellow resolution authors to credit Obama's leadership in the resolution, but at every turn Mike McQuary changed the resolution to weaken it, and allow for arbitrary language. The result was the final draft above of the resolution "WORLD-CLASS EDUCATION SYSTEM BY 2020".

In my opinion we should have used "WORLD-CLASS EDUCATION SYSTEM BY 2020 (3rd Revision, November 8, 2009)", as it had strong wording that gave the Democrats no wiggle room. If it had gone to the Resolution Committee, and been voted upon, we could have held the CA State Democratic Party accountable. But it was not to be.

The weak resolution at the top was a concession to the teacher union, it is open ended and means little. But even that was considered to much of a threat to the teachers, it would hold them accountable.
The night before the Fall 2009 E-Board meeting, Educator and Ph.D., Michael McQuary pulled the weak resolution. It was never voted upon.

Michael McQuary told me a story about how the resolution committee thought it was "So Strong that they are sending it to the Platform committee, so that it can become part of the State Democratic Platform".

I don't know whether McQuary was fooled or if he has been corrupted. But he is too smart to be fooled.

Above you can see the process of forming a resolution. It isn't pretty. Various political forces vie with the "better angles of our Nature", to produce a compromise that allows room for progress, but lets the 'powers that be' avoid accountability. I'm part of this process for the first time, but the resolutions I write are systematically squashed by the Leaders in the Democratic party because they all call on the party to either take action, or reform themselves.

Above you can see what I consider the best version of the resolution in (3rd Revision, November 8, 2009), it is a compromise, but still calls on the Democrats to take a stand and support the Obama Education Plan initiatives. As you can see from the other versions, many have concessions to the Corportocracy and the Teachers Unions. This is unacceptable, our democratic process shouldn't be so corrupted by the money.

The real purpose of the influence peddlers and lobbyists is to confuse the voters, to win they don't need to get their way, they just have to keep good people from getting theirs. As long as they can avoid accountability, they keep control. If you can't beat them, never engage them. It is the cowards way, but it is also effective.

It is time for real leaders to step up, and declare their reasons for the way they compromise the public welfare in the name of influence and campaign contributions. No more influence peddling, take a stand.

This Resolution is about our children, in CA, about giving each individual a level playing field. But there are some who think it is about the money and who gets it. The corrupting influences include business people and public sector unions, neither of which deserve the level of influence they wield in our Democratic Party.

There is a clear distinction between what is good for the adults who live off the business of education, and what is good for the common-good.
