Welcome to the RESOLUTION E-SOLUTION. This is a place to post and discuss political resolutions. This web-page, constructed by Michael Russell with Michael McQuary as the administrator, was developed at the direction of the La Jolla Democratic Club.

The Resolution E-Solution web-page was created to electronically expand the conversation regarding resolution development and adoption. The La Jolla Democratic Club has created Focus For Change Issue Groups that are centered on key issues. These issue groups have met and discussed critical aspects of each issue and have recommended resolutions to be presented to the Democratic Party and others.
In March 2009, the focus group resolutions were presented to the La Jolla Democratic Club for consideration and adoption. Four of the resolutions were sent to the Administration Committee of the San Diego County Democratic Party and were rejected with the recommendation that they be reviewed, modified if necessary, and resubmitted directly to the California Democratic Party.

Members of the La Jolla Democratic Club and participants in the Focus For Change Issue Groups reviewed the resolutions at the March 15 General Membership meeting and recommended they be (1) sent forward as presented, (2) sent forward as modified, or (3) not be sent forward. It was further recommended that an electronic procedure be established to allow for feedback regarding modifications and comments.

Fifteen resolutions made it through this review process and were submitted to the California Democratic Party's Resolution Committee in time to be considered for adoption during the 2009 State Convention in Sacramento.

Eight resolutions made it through the CDP's Resolution Committee process:

Health Care Reform and Military Families and Veterans Outreach Resolutions were accepted by the Resolution Committee, identified as high priority resolutions, and adopted on the floor during the State Convention. This is a major achievement.

Five resolutions were merged with other resolutions and will be acted on during the July 2009 CDP Executive Board meeting. These include the following, listing their new resolution names and numbers: Support Obama Education Plan (SAC09.14A), Support of Property Tax Fairness (SAC09.22A), Continue Support of CA's Law Prohibiting Construction of New Nuclear Power Plants (SAC09.64C), Establish "Pecora" Commission to Investigate the Collapse of the Financial System (SAC9.72), and American Policy in Afghanistan and Pakistan (SAC09.93A).

One resolution, Secure the Labeling of Genetically Engineered Food, was referred to the Environmental Caucus, which will take action during the July CDP's Executive Board meeting.

  13. Military & Vet Outreach (March yes/changes), (April Res Committee accepted resolution as a stand alone and high priority resolution and recommended CDP adoption. The CDP adopted resolution on the Convention Floor)
  14. Genetically Engineered Food (March yes), (April Res Committee referred to Environmental Caucus)
  15. National Banking Reform (March yes/changes), (April Res Committee wrote a Substitution Resolution, LJDC accepted co-sponsorship, SAC09.72A)
  16. Resolution Resolution (Party Process) (March added to list), (April Res Committee determined that this was a process resolution and recommended issue be handled in Resolution Committee)
  17. San Onofre Shut Down (March added to list), (April Res Committee Recommends LHDC Accept Another Resolution As Lead Resolution and LJDC Become Co-sponsor.
  18. Federal Reserve Nationalization (added to list)
  19. Media Diversification (submitted in parallel)

The La Jolla Democratic Club submitted 15 resolutions to the California Democratic Party's Resolution Committee for consideration at the 2009 State Convention in Sacramento. The CDP's Resolution Committee has informed us that four of these resolutions will be recommended for adoption during the Resolution Committee meeting either as a stand alone resolution, lead resolution, consensus resolutions, or substituted resolution. One resolution deals with Resolution Committee procedures and will be acted on in the Resolution Committee.

Resolution development is a process and not a singe event, so continue to write and submit resolutions on topics and issues you care about so they can be perfected for 2010. These resolutions can also be adapted and submitted to your local community organizations, city council, the county board of supervisors, etc.)

I was able to register very easily and navigate the website. In addition, I could go to any resolution and make changes. I like the idea that my changes are recorded instantly and my comments regarding the changes were listed. I will invite other members of the Focus For Change Health Care issue group to join this innovative process for developing resolutions.

Here are some recommended next steps for the La Jolla Democratic Club resolutions:

1) Finish up the changes to the Resolutions

2) While this is going on, get 30+ (need 25) signatures of DSCC members. These signatures should include addresses and AD information should the CDP want to verify.

3) Have them passed and / or sponsored by the La Jolla Democratic Club

4) Send the resolutions and DSCC signatures, with supporting info, to Region 20 Director Phil Hanneman and the CDP Resolutions Committee NO LATER THAT WEDNESDAY, MARCH 25

5) Phil Hanneman's Region 20 meeting will be on April 4th. The La Jolla Democratic Club should let Phil know that these resolutions should be considered for suppport to the CDP. By that time, the resolutions will already be in the hands of the CDP Resolutions Committee but any more support can be amended either at the Resolutions meeting.

6) A DSCC member from the La Jolla Democratic Club should check in with the CDP Resolutions Committee to be present when the resolutions come up to answer any questions and make amendments as necessary.
